Central will provide partial funding to local associations that elect a delegate to the NEA Annual Representative Assembly.

The following criteria will be used for providing the grants:
8 grants to small locals (up to 225 members)
5 grants to medium locals (225-550 members)
3 grants to large locals (over 550 members)
2 grants to ESP locals

Early submission is preferred.

Click here to complete and submit the Grant application form.

Also, your local association MUST conduct an election for NEA delegates by March 31, 2017, and submit results by April 10, 2017. Locals with fewer than 75 members will need to “cluster” with other locals.

See Ohio Schools OEA Member Resource Guide for details.

Funding for each grant will be set at the dollar amount OEA designates for state delegates.

The Central G&D Program is suspended until September 1st, 2018, while we update the program. No applications will be accepted while the program is suspended.

Central’s Growth & Development Grants are intended to: support ideas that grow and develop locals, increase member engagement, and help locals continuously become stronger and more effective.

Locals may apply at any time during the year, but must allow 30 - 60 days for review and processing.

Each Growth & Development application must designate a Grant Writer/Coordinator who will receive a $100 stipend for being in charge of the local's grant process.

When applying for this grant, locals must choose at least one of the Ohio Education Association’s Characteristics of an Effective Local Association or the National Education Association’s Leadership Competencies to correlate with their individual proposal. A link to the listing of the characteristics and competencies is found below.

As you review the listings, you will find suggested activities and recommended initiatives that support the Characteristics of an Effective Local Association and Leadership Competencies. At the bottom of the listing there is a link to the Growth & Development Grant online application.

NEA Leadership Competencies.

The maximum grant amount per calendar year (365 days) is based on the membership of the local:

  • 1 - 100 members - up to $2,000
  • 101 - 400 members - up to $3,000
  • 401 - 800 members - up to $4,000
  • 801+ members - up to $5,000

Each grant will be awarded for a one-year period. Priority will be given to first time applicants. The grant will be paid on a reimbursement basis. If a local has a special need to receive grant funds prior to completion of an activity, advancement of grant funds will be considered upon request. All expenditures must be submitted on the Growth & Development Voucher form. The voucher will require:

  • the date/s the activities were completed;
  • an itemization of the individual expenditures for goods or services for the specific goal;
  • the itemized cost/s of the purchased items or services;
  • and, an attached sheet bearing the original receipts verifying the delineated expenditures.

Once a local is approved for a Growth & Development Grant, training on how to complete the voucher will be provided.

Per Central vendor policy, unionized firms or suppliers, if available, shall provide goods or services.

Central OEA/NEA encompasses 8 OEA units. Each unit is represented by an elected OEA Board of Directors member, who serve on the Central Executive committee.

Central OEA/NEA offers a number of grant and incentive programs for its locals. A brief description of each can be found below. A more detailed description, including how to apply, can be found using the appropriate menu on the right.

Local Technology Award
On a three-year rotating basis, Central OEA/NEA will provide each local with one laptop (PC/Windows-based) or iPad to assist with organizing and communicating with members. To receive a laptop, a local officer must complete the Technology Award online registration by October 1st AND have a local officer present at the November 9th All Area Meeting to pick it up. If a local officer cannot attend the All Area Meeting, the laptop/iPad will not be awarded.

Please note: Computers will no longer be provided through Growth and Development Grants.

Local Participation Award Program
Central's Local Participation Award Program is intended to build stronger, better-informed locals by rewarding active participation in Central’s programming, as well as meeting other defined criteria. Locals that meet all ten (10) required criteria will earn a total award of $1000 annually.

Growth & Development Grants
Central’s Growth & Development Grants are intended to: support ideas that grow and develop locals, increase member engagement, and help locals continuously become stronger and more effective.

Local Emergency Grants
The Local Emergency Grant Program was created to assist local associations with projects of an immediate or urgent nature. Community initiatives such as school district levy or bond campaigns are examples of activities that align with the intended target of these grants.

Lobby Day Substitute Grant
In order to allow members to participate in OEA Lobby Days, when they may not otherwise be able to, Central can award up to $100 per local to cover the expense of a substitute. In order to qualify, the local must have conducted an FCPE drive.

Program/Workshop Administration Support Grants
In order to continue to expand Central’s professional development and leadership development programs throughout the entire Central region, Central offers incentives to any Central local association that hosts an off-site workshop in their area.

Central OEA/NEA is organized into 5 geographic areas, numbered 1 through 5. Each area has an elected Area Representative (except area 5, which has 3), who serves on the Central OEA/NEA Executive Board. Central OEA/NEA also employs an area Political Action Coordinator for each area.
